Does Morny believe the ends justify the means?
Absolutely not. He remembers the Battle of the Frostburn, where rather than ceding a rather habitable section on the borderlands of the Kingdom of Ashes, the decision was made to do the magical equivalent of slagging it into glass, freezing every living thing that wasn't born of one of the winter kingdoms and extending the existing permafrost another seven hundred feet into the ground. The children of winter can survive there, but they cannot live there. There is nothing left but barren ice, dotted with the snow-covered remains of things that didn't run fast enough. The land was later deeded to a son of the queens, and was forevermore called the Frostburn (and himself along with it).
After that, he's got some opinions about where the line is drawn.

The only one that actually feels like one is drinking in the occasional grimy working-class pub. He shouldn't be there. He's got no idea how to do jovial comradery, and bar fights are bad for his ignorability. He usually has a few too many, and goes home, patting himself on the back for not having eaten any of the patrons, however tempting it may have been. Or at least for eating them outside, where no one could see it happen.

AU
How would you change Morny for a Victorian AU?
How would you describe Morny's aesthetic?
How would you fit Morny into a high fantasy AU?
I mean, legit, his backstory is a high fantasy story. He grew up in the kennels of a castle in the Far Lands, that had been the home of the Royal Court of Winter for thousands of years. After the Ending War (which wasn't really, but it was the final war that separated the Far Lands from what became the Land of Men, and established the Near Lands as a buffer), a war of attrition that his family and the others defending the mortal holdings of the Great Houses lost, he was turned out into the Lands of Men with his life, but an invitation not to return. Only two of the cousins he grew up with have gone back, and one of those took his ... essentially retirement fund in a claim on the castle's archives, after the death of their master, the old archivist.
How would you fit Morny into an urban fantasy AU?
So, like, no matter the incarnation, Morny's gonna have some shit in his backstory involving being raised by dogs and used for fugitive tracking, so if even his backstory has to be urban fantasy, he's probably raised by a drug cartel as an enforcer. He's always a cannibal, but never exclusively. Like Shadow, if it's made of meat, he'll eat it. Eventually he gets away from the holders of his leash -- in this case, he's probably turned out during a raid, and just ... leaves. He'd likely still be a goat farmer. An absolute goddamn redneck goat farmer.
